Fremont Maritime now offers DNV-approved Vessel Security Officer Training

Responding to overwhelming industry demand, Fremont Maritime is offering 1-Day STCW Vessel Security Officer (VSO) Refresher courses.

The U.S. Coast Guard recently amended its regulations to implement the VSO training and certification amendments to the Seafarers’ Training, Certification and Watchkeeping (STCW) Code. These rules apply to all seagoing vessels, as defined in 46 CFR 15.1101, to mean self-propelled vessels engaged in commercial service that operate beyond the Boundary Line established by 46 CFR Part 7, except those vessels which have been determined to be otherwise exempt from STCW as per 46 CFR 15.103(e) and (f).

After July 1, 2009, candidates for an original VSO endorsement will be required to take a two-day Coast Guard-accepted or MARAD-approved Vessel Security Officer course. Until that time, mariners may take a one-day VSO Refresher course if they meet one or both of the following criteria:

(A) At least six months of VSO experience during the preceding three years; or
(B) Successfully completed a VSO course that was not approved by the Maritime Administration (MARAD) on behalf of the Coast Guard.

Fremont Maritime is offering the 1-Day refresher course monthly at its Seattle training center, and on a contract basis at customers' locations.

TITLE 33 CFR—NAVIGATION AND NAVIGABLE WATERS
PART 104—MARITIME SECURITY: VESSELS

§ 104.215 Vessel Security Officer (VSO).
* * * * *
(c) Certification required. After July 1, 2009, persons performing duties as VSO on-board a seagoing vessel subject to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended, must hold a valid Coast Guard-issued credential with a Vessel Security Officer endorsement. The Coast Guard will issue this endorsement only if the person meets the requirements in paragraph (d) of this section. This endorsement serves as proof that the person meets the ship security officer requirements of Regulation VI/5 of the STCW.

(d) Requirements for Coast Guard Endorsement:

(1) To qualify for a VSO endorsement, a person must:

(i) Be at least 18 years of age;
(ii) Be able to speak and understand the English language as would be relevant to the duties of a VSO;
(iii) Hold any valid Coast Guard issued credential under the regulations specified in 46 CFR Subchapter B;
(iv) Successfully complete a Coast Guard-accepted VSO course;
(v) Sea Service. Fulfill one of the following:

(A) Have approved sea service of not less than 12 months on any vessel subject to § 104.105 of this part, credited in accordance with 46 CFR 10.205(e), 10.211, and/or 10.213; or
(B) Have approved sea service of not less than 90 days on any vessel subject to § 104.105 of this part, credited in accordance with 46 CFR 10.205(b), 10.211, and/or 10.213, and have knowledge of vessel operations.



Fast Rescue Boat Training Now Available through Cap Sante International CSI

Fremont Maritime is pleased to announce the availability of U.S. Coast Guard-approved Fast Rescue Boat training through Anacortes, Washington-based Cap Sante International.

Cap Sante International is a recognized world leader in lifeboat and survival craft installation, launching systems and maintenance. They are recognized by leading classification societies, and count as customers the world's most respected shipping and cruise lines.

Through the efforts of Captain Pat Boyle, Cap Sante is now offering STCW-compliant Fast Rescue Boat Training near its base in Anacortes. This three-day course combines equal parts classroom theory with hands-on practical vessel handling in the beautiful waters of north Puget Sound.

Until now, mariners needing this important training were required to travel to the U.S. East or Gulf coasts. With the advent of Cap Sante's program, this course is now available slightly more than an hour's drive north of Seattle.

As part of a cooperative training agreement, Fremont Maritime Services has the ability to direct-register students in any of Cap Sante's Fast Rescue Boat Courses. We can also arrange programs for customers requiring training for larger groups, or in other locations.
